Bluecup Ventures, specializing in developing Class A industrial properties in Northeast Pennsylvania, is proposing a 973,500-square-foot warehouse distribution building in Wilkes-Barre Twp., between Interstate 81, Laurel Run Twp., Allen Industries and Haul Road.

Bluecup focuses on developing warehouse distribution buildings on mine-scarred land, working closely with the Pennsylvania Department of Environmental Protection, PennDOT and local governments.

The property had been the site of the Franklin Colliery and was mined for anthracite coal underground and on the surface for more than 150 years. Significant mining operations ceased in 1964, before laws requiring restoration, leaving the land stripped of soil and vegetation. It’s a source of problematic stormwater run-off causing erosion and unwanted drainage downhill.

Since mining ended about 60 years ago, the land has sat vacant and virtually untouched.

Study Shows No Negative Effects to Local Traffic

A 900-page traffic study was developed under the guidance of PennDOT and Wilkes-Barre Twp. by Traffic Planning and Design Inc., one of the leading traffic engineers in Pennsylvania.

At the township’s direction, eight intersections were included in the study from Blackman Street to Highland Park Boulevard. The township required the addition of six intersections to the PennDOT standard to be included in the study.

Actual traffic was counted and proposed new buildings were included. Additionally, two similar buildings in the area were studied to verify the traffic volume assumptions in the model.

The study concluded that the proposed project meets PennDOT requirements and nationally-established traffic standards and will not cause additional delays.

The study, however, revealed the source of some preexisting traffic problems in the area. Bluecup is working with the township to resolve these problems by lengthening turning lanes, and improving the operation of existing traffic lights.

Bluecup Will Add To The Tax Base

The project will significantly increase tax revenue from the property, from $1,300 to $840,000 per year once the building is in operation, and $1.6 million per year after the tax abatement program (LERTA) expires in 10 years.

The Wilkes-Barre Area School District will collect the most tax revenue from the project, $590,000 per year at first and $1,600,000 per year after the abatement program expires. Luzerne County and Wilkes-Barre Township will collect the remainder.

How That Money Could Be Used

Here’s what the school district, the county and the township could do with the new revenue in the near term.

  • The school district could pay 11 teachers’ salaries every year.
  • It will fund the township’s purchase of a new police car every other year.
  • The county would have $200,000 to fix roads, all without increasing taxes for local residents.

An estimated 300 new full-time jobs will be created on site, which will require approximately 800 additional positions for local businesses to provide support services such as repair and maintenance, and additional local jobs in restaurants and stores.
